Christine Avenue residents voice frustrations in zoning dispute

A group of residents from Christine Avenue requested action by the Anniston City Council on an ongoing zoning dispute in their neighborhood.

Joey Crews owns a house at 1501 Christine Ave., next door to the law office of Douglas Mooneyham at 1505 Christine Ave., and he said many residents feel the firm should never have been allowed to locate there.

“Most of us are very upset that an office was allowed in our residential neighborhood,” he said.

Claude St. Germaine, who lives on the other side of the law office, said new fencing and parking spaces at the front of the property make it difficult to pull out of his driveway.

“It’s a hazard to me and my wife,” he told the council, adding that his driveway is right next to the property. “To be safe, one of us should go out on the sidewalk and direct the other out of our driveway. I don’t think that’s fair.”

Mayor Vaughn Stewart told the residents at the meeting that he and his colleagues “understand as a council very well your situation and your frustrations” but they would not respond to comments because they had been advised not to by the city attorney.

“Do not take our lack of comments to mean that we are not interested,” he said. “We’re interested in this. We’re interested in the outcome of this and an outcome that is a win-win for everyone.”

When reached Tuesday evening, Mooneyham said he had no comment.

In other business, the council:

— Authorized reimbursements to city officials for expenses incurred while traveling away from the city: $120.91 to Rosemary Rice in the municipal court for expenses incurred while traveling to a certification seminar and $123.62 to Councilwoman Millie Harris for expenses incurred while attending the Alabama League of Municipalities annual convention.

— Appointed Mack Huckaby and James “Jim” Miller of Ward 4 to the Parks, Recreation and Beautification Board, with terms ending Nov. 30, 2015 and Nov. 30, 2016, respectively.

— Appointed David Alexander to the Commercial Development Authority with a term ending March 15, 2015.

— Authorized submission of a $400,000 grant under the state Department of Transportation’s Transportation Alternatives Program for sidewalk improvements near Randolph Park Elementary School. The city’s share of the grant will be almost $2 million.

— Authorized the city to vacate Centerbrook Lane and portions of Centerbrook Drive at Hillcrest Town Homes.

— Authorized a contract with Highland Technical Services to provide professional services for lead-based paint assessment, testing, abatement and hazard reduction.

— Authorized a contract with 4Site Incorporated for hosting a planning session for the Coldwater Mountain venues at a cost of $24,500.

— Approved an off-premises retail beer application for Fullers Gasoline located at 3801 U.S. 431 North.

— Approved a master plan for development of Daylight Donuts at 1400 Quintard Ave.

— Accepted a $46,500 bid from Sunny King Ford for a grass truck cab and chassis for the Fire Department.

— Awarded a contract for baling hay at the Anniston Airport to Jim Hill at $1 per bale of hay.

— Adjourned into executive session to discuss likely or pending litigation.
