In The Star

Sept. 30, 1938, in The Star: The governors of three states, Alabama, Georgia and South Carolina, are expected to attend a long-planned and much-ballyhooed event tomorrow at Fort McClellan: the dedication, at Reilly Field, of the world’s first-ever airport runway paved with cotton-reinforced asphalt. If the technique serves to create a stronger surface and is widely adopted, it could reverse the fortunes of many Southern cotton planters. The event begins at 2 p.m., with military aviators in prominent attendance. Reilly Field is named for Capt. Henry J. Reilly, a career Army man who was killed on duty in China on August 15, 1900.

Sept. 30, 1988, in The Star: Oxford City Council members are considering a projected budget of $6.02 million for fiscal 1989. The operating budget doesn't include the city's $7.25 million sewer project, a one-time expenditure for which a bond was previously floated, Mayor Leon Smith said during last night's budget work session. Finance committee chairman Johnny Bentley said conservative estimates show a $600,000 budget surplus. “The most significant thing about our budget is that unlike most governments at all levels we're not going to sweat bullets worrying where to cut expenditures,” Bentley said. The proposed budget includes a 5 percent across-the-board pay raise for city employees, representing a $53,000 increase, Smith said. The pay raise is the fifth consecutive increase employees have received, he said.
