I can only "suspect" that when Mayor Smith says that the mound won't be used for fill dirt but goes on to say an expert will be on hand during developmental activities that something is going to happen to that mound.

What I suspect, based on comments from the AP article, is that the mound will be leveled for that eight-acre elevated site to build a motel- the one Smith said would have a beautiful view.

So, in other words, it's all about the wording. Perhaps, Smith can honestly say that dirt won't be used for fill for a Sam's club (even though that was the original plan) but he doesn't say what exactly he plans to do with the mound- plans that are apparently there as there is to be an expert on hand during "developmental activities."
