Leave it to the Alabama Legislature to repeatedly stub its toe on legislation the state sorely needs.
Recently, the House passed a bill that would ban PAC-to-PAC transfers, the still-legal practice that hides the origins of campaign money contributions. But the state Senate assigned the bill to its Committee on Expansion and Trade, which the governor's office says has no jurisdiction over the matter.
Gov. Bob Riley wants the bill moved to the appropriate committee. His frustration level seems to be rising, as it should. "It's obvious the bill was sent to this committee to die," he said in a terse statement released Thursday.
In all likelihood, he's right. Banning these transfers is a must. Failure to do so in this session will be another failure for the state Legislature.
Then voters can introduce legislation that bypasses both the legislature and the governor and is placed on a ballot for voters to approve or reject at the polls.
