Indictments a political stunt

I would like to pose this question: Why did the Department of Justice decide that two weeks before the election was a good time to make 11 indictments against high-profile Democrats, some of them legislators?

Would justice have been served any better or worse had they waited? This should be clearly called out for what it is, a political stunt to alter the outcome of an election. Even if the DOJ was 100 percent certain it had the burden of proof, why this time, why not sooner or after? With the trials not set until April, what point was there in all this? Certainly not the pursuit of justice. It was a Machiavellian tactic employed very strategically to sway the minds of the voters.
